Three states, not two

A 403 means the site refused to answer us. It does not mean the page is gone.

When a site returns 403, LinkVeri sends one extra request to a deliberately non-existent path on the same domain. If that returns 404, the site does let checkers through — so the original 403 is a real permission restriction and the page exists. If that's blocked too, we simply cannot know, and we won't pretend otherwise.
